1. Manager: Legal Services
- Task Grade: 15
- Directorate: Corporate Services
- Location: Fort Beaufort, Eastern Cape
Key Requirements:
- Grade 12
- Bachelor of Laws (LLB) Degree; Post Graduate qualification in Law is advantageous
- Minimum 4 years’ experience in Public Law, preferably in local government
- Excellent communication skills (both verbal and written)
- Strong analytical, methodical, and problem-solving abilities
- Ability to work under pressure and meet deadlines
- Computer literacy
- Valid Code B driver’s license
Key Responsibilities:
- Provide formal and informal legal advice to the Municipal Manager, Heads of Departments (HoDs), and other officials
- Draft and review contracts to ensure they comply with legislative requirements
- Maintain compliance, contract, and litigation registers
- Draft by-laws and assist in policy development
- Manage fraud prevention and anti-fraud activities within the municipality
- Interface with external legal practitioners, forensic investigators, SAPS, and prosecuting authorities in cases involving the municipality
2. Unit Managers: Adelaide and Seymour
- Task Grade: 15
- Directorate: Corporate Services
- Location: Adelaide and Seymour, Eastern Cape
Key Requirements:
- Grade 12
- B Degree/Diploma in Public Administration
- 3 to 4 years of experience in a local government environment
- Comprehensive understanding of municipal legislation
- Effective communication skills (both verbal and written)
- Analytical, methodical, and problem-solving skills
- Ability to work under pressure and meet deadlines
- Computer literacy
- Valid Code B driver’s license
Key Responsibilities:
- Manage the municipal unit effectively
- Provide internal auxiliary support services to other departments
- Ensure the provision of municipal services to the community
- Provide administrative support within the area of jurisdiction
3. Accountant: Financial Reporting
- Task Grade: 10
- Directorate: Budget and Treasury
- Location: Fort Beaufort, Eastern Cape
Key Requirements:
- Grade 12
- B.Com/B-Tech Degree in Accounting
- Minimum 3 years of relevant experience in financial reporting; accounting articles are advantageous
- Computer literacy
- Valid driver’s license
- Knowledge of legislative frameworks governing local government, Generally Recognized Accounting Practice (GRAP), and Municipal Finance Management Act (MFMA)
- Familiarity with CaseWare working papers is an added advantage
Key Responsibilities:
- Assist in preparing financial statements for both internal and external use
- Collect and analyze financial data in compliance with GRAP guidelines
- Support both internal and external auditors
- Assist the Chief Financial Officer (CFO) in reporting to stakeholders
- Ensure compliance with MFMA requirements on financial reporting
- Prepare reconciliations for balances and transactions as reported in the Annual Financial Statements
4. Free Basic Services: Data Capturers (2 Positions)
- Task Grade: 5
- Directorate: Budget and Treasury
- Location: Fort Beaufort, Eastern Cape
Key Requirements:
- Grade 12
- Certificate in Public Management
- Minimum 2 years’ experience in data capturing, with at least 1 year in a municipal environment
- Computer literacy
- Proficiency in two dominant languages spoken in Raymond Mhlaba Municipality
- Ability to work under pressure and meet deadlines
Key Responsibilities:
- Provide data capturing services for the Free Basic Services department
- Support the indigent applications process
- Maintain documentation and records for audit purposes
- Perform data capturing and reconciliation procedures on a monthly basis
