SCM Officer/Buyer Job Description
The SCM Officer/Buyer will procure goods and services for the Gauteng Provincial Legislature in compliance with the Financial Management of Parliament and Legislature Act (FMPPLA), SCM regulations, and related policies.
Key Performance Areas (KPAs)
KPA 1: Compliance with Financial Management Practices
- Adhere to all applicable SCM legislation and prescripts.
- Ensure procurement practices align with established regulatory frameworks.
KPA 2: Procurement and Administrative Duties
- Issue RFQs (Request for Quotations) as per specifications and received RFVs (Request for Values).
- Evaluate quotations for compliance with specifications and required supporting documents.
- Compile Comparative Schedules.
- Request vendor reports via the Central Supplier Database (CSD).
- Convert Purchase Requisitions into Purchase Orders.
- Coordinate the distribution of Purchase Orders to relevant stakeholders.
- Process invoices and submit to the Goods Receipt Note (GRN) Officer.
- Update the Expediting List and load all supporting documents on SAP.
KPA 3: Relationship Management
- Facilitate effective communication with suppliers for RFQs.
- Collaborate with internal end users to finalize specifications and quotations.
KPA 4: Performance and HR Compliance
- Submit Performance Agreements and Assessments to supervisors and HR.
- Maintain compliance with HR policies, including leave management on SAP.
Required Competencies

- Basic financial knowledge and problem-solving skills.
Qualifications and Experience
- Minimum Qualifications: Grade 12 and a National Diploma in Purchasing or Logistics.
- Experience Required:
- At least 3 years of overall work experience.
- A minimum of 2 years of operational experience in Supply Chain Management, Procurement, or as a Buyer/Sourcing Specialist.
- Additional qualifications in a relevant field will be advantageous.
