Job Purpose
The selected candidate will be responsible for:
- Supervising staff in the Accounts Payable Branch to ensure efficient operations.
- Managing and controlling financial planning, organization, and administration.
- Ensuring compliance with municipal financial policies and regulations.
- Investigating financial transactions to ensure accurate and timely payments.
- Resolving supplier queries and disputes.
Key Responsibilities
As an Accountant at eThekwini Municipality, your main duties will include:
1. Supervision of Accounts Payable
- Oversee daily operations in the Accounts Payable Section.
- Ensure that financial transactions are processed efficiently and accurately.
- Monitor and report on unpaid invoices and purchase orders.
2. Financial Administration and Control
- Compile and submit the quarterly Top 20 Supplier Report to Exco and Province.
- Investigate unposted batches and take necessary actions for payment processing.
- Produce reports on receipted but unvouchered purchases and ensure payment is processed.
3. Financial Authorizations
- Approve payments within the Council’s delegated authority.
- Authorize early settlement payments in special circumstances.
- Release supplier payments in a timely and compliant manner.
4. Investigations and Audits
- Conduct special investigations on overdue accounts and payment issues.
- Investigate and resolve audit queries efficiently.
- Prepare detailed reports on financial discrepancies.
5. Supplier Relations
- Address supplier queries and disputes professionally.
- Ensure smooth and efficient supplier payments.
Essential Requirements
To qualify for this role, you must have the following:
- Tertiary qualification (NQF Level 7) in Accounting or equivalent, with Financial Accounting as a major subject.
- Valid driver’s license (motor vehicle).
- At least 3 years of relevant experience in accounting or finance.
- Computer literacy (proficiency in financial software and MS Office).
Preferred Requirements
- 4 years of relevant experience in accounting.
- Strong background in municipal finance and government regulations.
- Knowledge of National Treasury MFMA minimum competency requirements (NQF6). (Note: If you do not have this qualification, you must obtain it within a few months of your appointment.)
