Deputy Director – Strategic Planning at the Government Communications and Information System (GCIS)
The Government Communications and Information System (GCIS) is inviting applications for the position of Deputy Director in the Directorate of Strategic Planning & Performance Management. The Deputy Director will play a pivotal role in shaping the strategic direction of the organisation by conducting an in-depth analysis of political, social, economic, technological, and industry trends that could impact GCIS. The successful candidate will contribute to the formulation of SMART targets for strategic objectives, aid in developing multi-year strategic plans, and coordinate the alignment of departmental plans with legislative requirements.

Requirements:
- Bachelor’s Degree (NQF 7) / National Diploma (NQF 6) in Public Administration, Economics, Business Sciences, or related fields recognized by SAQA.
- A postgraduate qualification is advantageous.
- Minimum of four (4) years of experience, including two (2) years at salary level nine (9) or ten (10) in strategic management within the public sector.
- Proficiency in strategic management, public sector and corporate planning practices and policies.
- Expertise in data collection and analysis to generate clear and concise management reports.
- Ability to coordinate timely submission of organisational planning documents.
- Strong understanding of government policy and legislative frameworks for planning and reporting.
- Exceptional report writing skills for high-level management reports.
- Experience aligning policy with departmental strategy.
- Effective interpersonal and communication skills across all levels.
- Proven ability to work as a team player.
- High computer literacy and advanced proficiency in MS Office.
- Demonstrated experience in managing junior employees.
Duties:
- Conduct secondary data analysis and research on political, social, economic, technological, and industry trends affecting the organisation.
- Summarise government policy documents, conducting additional background research.
- Contribute to setting SMART targets for strategic objectives and indicators.
- Aid in developing multi-year strategic plans in line with legislation.
- Coordinate the alignment of annual performance plans with operational plans and the ENE.
- Ensure timely submission of departmental plans and reports to oversight bodies.
- Assist in coordinating strategic planning sessions within the department.
- Work independently under pressure, meeting deadlines effectively.
