Purpose
The primary purpose of this role is to assist with the implementation and follow-up of labour relations matters within the National Treasury.
Administration Officer Job Requirements
- Qualification: Grade 12 coupled with a National Diploma (NQF level 6) or Bachelor’s degree (NQF level 7) in Human Resources Management, Employment Relations, or Labour Relations.
- Experience: Minimum of 2 years in Employment Relations services.
Knowledge
To excel in the role of Administration Officer: Employee Relations, a comprehensive understanding of the broader public service framework on Labour Relations is essential. This includes:
- Labour Relations Act (LRA): Familiarity with the Labour Relations Act, which governs labour relations in South Africa, including dispute resolution, collective bargaining, and the rights of employees and employers.
- Basic Conditions of Employment Act (BCEA): Understanding the BCEA, which sets minimum standards for employment, including working hours, leave, and remuneration.
- Employment Equity Act (EEA): Knowledge of the EEA, which promotes equal opportunity and fair treatment in employment through the elimination of unfair discrimination.
- Negotiation Techniques: Proficiency in negotiation techniques and strategies used in collective bargaining to reach mutually beneficial agreements.
- Agreement Implementation: Ability to assist in the interpretation and implementation of collective agreements within the public service framework.
- Human Resource Policies: Familiarity with public sector HR policies and practices, including recruitment, performance management, and employee development.
- Labour Relations Policies: Knowledge of specific labour relations policies within the public service, ensuring compliance with legal and regulatory requirements.
Key Duties
The Administration Officer: Employee Relations will be responsible for a variety of tasks aimed at supporting labour relations processes. These include:
- Grievances and Complaints: Assist in investigating grievances, evaluating investigation reports, and preparing grievances for stakeholders.
- Misconducts: Process requests for employee suspensions, scrutinize reports, draft charges for alleged misconduct, arrange disciplinary hearings, and implement sanctions.
- Public Sector Bargaining Council Engagements: Serve referral forms, prepare documents for legal representatives, and implement awards.
- Collective Bargaining: Provide administrative support to internal bargaining structures, arrange logistical tasks for Task Teams, and assist with research and interpretation of agreements.
- Administrative Support: Register cases on PERSAL, file ER documents securely, and provide general administrative support.
