Requirements
A degree in Financial Accounting or equivalent qualification (NQF level 7) with accounting as a major subject. A minimum of three years’ experience in an accounting environment. Knowledge of the Public Finance Management Act (PFMA), Public Service Regulations and Treasury Regulations, Financial Systems, BAS and applicable Instruction Notes. Computer literacy. Good verbal and written communication skills. Valid driver’s license.
Duties
Co-ordinate and provide training within the Free State Provincial Government to ensure capacity building. Compile provincial instruction notes, guidelines and procedure manuals in order to ensure implementation and adherence by all provincial departments. Amend and implement National Treasury prescripts. Compile, consolidate and verify KCM assessments and reports to promote accurate and credible accounting information for the allocated department/entities. Evaluate asset and liability items and any new financial systems to ensure adherence to Provincial and National norms and standards. Verify delegations against requirements and maintain financial management information for provincial departments and entities. Ensure the successful implementation of banking arrangements for provincial departments. Manage resources to ensure the smooth running of the Division.
