Income Accountant Position Overview
The Income Accountant will play a pivotal role in managing the income unit of the Municipality. This position involves overseeing various financial activities, including budgeting, accounting, financial reporting, and cash management. The successful candidate will be responsible for ensuring the accuracy of financial statements, controlling bank accounts, and managing the Municipality’s revenue streams.
Minimum Requirements
To be considered for the Income Accountant position, applicants must meet the following criteria:
- Education: Degree or National Diploma in Accounting, Financial Management, Administration, or an equivalent qualification.
- Experience: Minimum of three (3) years of relevant experience within a municipal environment.
- Skills: Advanced computer literacy, with proficiency in financial software.
- Additional Knowledge: Familiarity with the Inzalo financial system will be an added advantage.
- Legislation Knowledge: A fair understanding of the Municipal Finance Management Act (MFMA), Treasury Regulations, and other relevant legislation, procedures, and processes related to Local Government Finance.
- Other Requirements: A valid driver’s license is mandatory.
Key Responsibilities
As the Income Accountant, your primary responsibilities will include:
- Management and Supervision:
- Oversee, manage, plan, and coordinate all activities within the income unit.
- Act as the supervisor for the income unit, ensuring smooth operations and adherence to financial policies.
- Financial Operations:
- Perform key financial tasks such as budgeting, accounting, financial analysis, and cash management.
- Assist with the preparation of financial statements and control of bank accounts.
- Manage and oversee the compilation and control of the annual operations and capital budgets.
- Data and Debt Management:
- Conduct data cleansing of debtors and property records to ensure accuracy and compliance.
- Manage debt recovery processes and oversee the administration of legal proceedings related to revenue collection.
- Internal Controls and Audit Compliance:
- Execute financial internal control procedures and ensure compliance with audit reports related to the revenue division.
- Implement corrective actions based on audit findings to improve financial controls and processes.
- Indigent Management:
- Oversee the management of indigent households, ensuring accurate identification and support in line with municipal policies.
- Additional Duties:
- Undertake any other relevant duties as assigned by the Accounting Officer or other senior management.
