Central University of Technology (CUT) is seeking a highly skilled and experienced Payroll Consultant to join our dynamic team. This role is pivotal in ensuring the accurate and timely processing of salaries and related benefits, adhering to HR and Finance policies and procedures.
The successful candidate will ensure that all allowances and deductions are approved by designated signatories, maintaining compliance with relevant legislation.

Payroll Consultant Position Purpose
The primary responsibility of the Payroll Consultant is to manage payroll processes efficiently, ensuring all salaries and benefits are processed accurately and on time. This includes handling advances, allowances, and S&T related requisitions, ensuring compliance, resolving queries, and managing financial administration tasks.
Key Duties
Remuneration Administration (50%)
The core responsibility under remuneration administration is to ensure that all payroll activities are carried out accurately and on time. This includes:
- Processing Monthly Payroll: Ensuring that all employee salaries are calculated correctly, taking into account any changes in employee status, deductions, and overtime.
- Salary Adjustments: Making necessary adjustments for promotions, bonuses, salary increases, and other financial incentives.
- Benefits Administration: Managing employee benefits such as medical aid, pension contributions, and other company-specific benefits.
- Reporting: Generating detailed payroll reports for management and financial auditing purposes.
- Data Management: Maintaining accurate and up-to-date payroll records in the HR Information System (SAGE300/ITS).
Process Advances, Allowances, and S&T Related Requisitions (10%)
This involves the management of various financial requisitions related to employee compensation, including:
- Advances: Processing requests for salary advances, ensuring they are deducted correctly in subsequent payroll cycles.
- Allowances: Managing various allowances such as travel, housing, and meal allowances, ensuring they comply with company policies and relevant legislation.
- Subsistence & Travel (S&T): Processing S&T claims, verifying documentation, and ensuring compliance with travel policies.
Compliance (20%)
Ensuring compliance with all relevant payroll and employment legislation is crucial. Tasks include:
- Legislative Compliance: Keeping up to date with changes in the Income Tax Act, Basic Conditions of Employment Act, and the POPI Act to ensure the payroll process remains compliant.
- Internal Policies: Adhering to and enforcing internal HR and Finance policies related to payroll.
- Audits: Preparing for and participating in internal and external payroll audits, ensuring all records and processes meet regulatory standards.
Query Resolution (10%)
Handling payroll-related inquiries efficiently to maintain employee satisfaction and compliance. This involves:
- Employee Queries: Addressing employee questions regarding their pay, deductions, and benefits.
- Discrepancies: Investigating and resolving any discrepancies in payroll calculations promptly.
- Support: Providing support to HR and Finance teams on payroll-related matters.
Financial Administration (10%)
Managing various administrative tasks to ensure smooth payroll operations, including:
- Budget Management: Assisting in payroll budget preparation and monitoring expenditures against the budget.
- Reconciliation: Performing monthly payroll reconciliations to ensure accuracy between the payroll system and financial records.
- Documentation: Ensuring all payroll processes are documented and that records are stored securely for future reference.
- Coordination: Coordinating with other departments to ensure payroll data is accurate and up to date.
Minimum Qualifications and Experience
To be eligible for this position, you should have:
- Educational Qualifications:
- A 3-year relevant Payroll/HR/Accounting qualification.
- Experience:
- At least 5 years of relevant experience.
- Experience working on a Payroll Administration/HR Information system (SAGE300/ITS preferred).
- Knowledge:
- In-depth knowledge of the Income Tax Act and other related legislation.
- Understanding of the Basic Conditions of Employment Act.
- Familiarity with the POPI Act.
Remuneration
The total cost to company is R 713,695 per annum. CUT applies an internal parity model to determine remuneration that complies with the principle of “equal pay for work of equal value.” Accordingly, the preferred candidate may expect an offer that is in line with their qualifications and years of similar experience.
